RPD: ID of man killed on St. Paul Street on Thursday

ROCHESTER, N.Y. (WHEC) — Police have identifed the man as 24-year-old Armani Allen.

Allen was shot and beaten at around 1:15 p.m. while the street was busy and crowded.

Allen, a Rochester resident, was taken to the hospital where he died from his injuries.

Capt. Frank Umbrino said he does not believe it was a random act and said Allen was well-known to police and frequently hung out around the Transit Center.

Police say they don’t have anyone in custody, but don’t believe there is any further danger to the community.

Umbrino said police are going through video, and saw that right before the shooting, a woman was pushing a child in a stroller in the area.

This marked the 71st homicide in Rochester in 2021 and the third just on Thursday.

"We’re extremely frustrated," Umbrino said. "It has to stop. I mean, it’s worse than a war zone around here lately, and we just — we want the community to stand up, stand beside us, and you know, the community has to get fed up with this, and one of the ways they can do that is continue to feed us information, and if they know some of their family members or see somebody with a gun or something like that, you need to call 911, you need to get ahead of it because today it’s the young man who was hanging out in front of the bus station who gets killed, tomorrow it could be one of your family members."
