Police identify 16-year-old boy killed on Hague Street, announce arrest of his accused killer

ROCHESTER, N.Y. (WHEC) — Rochester Police have identified the 16-year-old boy shot and killed on Hague Street Saturday night as Manuel Rivera. They also announced his accused killer, Douglas Smith, 31, also of Rochester.

Officers took Smith into custody on Sunday and say he fired a 9mm handgun at another person and, during that shooting, Rivera was struck and killed.

The investigation revealed a fight over dirt bikes and ATVs driving down the street at a high rate of speed escalated into gunfire. Smith had been upset that a child was nearly struck by one of the dirt bikes on Friday, according to police.

Rivera was not involved in the argument and police say he was also not the intended target.

Smith will be arraigned on second-degree murder and second-degree criminal possession of a weapon in Rochester City Court Monday morning.
