RPD releases name of man arrested for beating homeless person on Monroe Ave
Update (9/7): Rochester police identified 19-year-old Ethan Carrion as the man who beat a homeless man on Monroe Avenue in early August, which was captured in a viral video.

Carrion was charged with assault and taken to Monroe County Jail. He was arraigned on Thursday morning in City Court.
The Rochester Police Department said community members helped to identify both the victim and the suspect. RPD Officers took the 19-year-old into custody on Wednesday afternoon on Portland Avenue.
A statement from the RPD said: “The Rochester Police Department would like to thank the community for coming forward with video and other key information that assisted in taking the first steps of holding this violent offender accountable for his actions.”
Statement from the victim said he was walking through the parking lot at Dollar General and he doesn’t remember much of the attack against him. He said the suspect, who was an employee at Dollar General, previously tried chasing him away with his car.
Update: (8/6): Outreach workers tell News10NBC that they located the homeless man, seen in a viral video, being beaten on Monroe Avenue.

The video is very disturbing. The beating took place in front of the Dollar General on Monroe Ave. on Friday. Rochester Police were called to the scene, but they said the homeless man refused medical assistance.
Police have confirmed the identity of the suspect in the beating of a homeless man on Monroe Avenue. He was an assistant manager at the Dollar General on Monroe Avenue but no longer works there. The RPD knows his identity and are still working on finding him.
Outreach workers from Person-Centered Housing Options say they know the man, and found him on Sunday. He has two black eyes, but was able to walk and talk to them. They are offering him assistance.

In a video provided to News10NBC by a viewer, a man is seen beating and kicking a homeless man on a sidewalk along the roadway.
“He falls on the ground, and then he stomps on his head four times in a row,” Elizabeth Smith said, who witnessed and filmed the video.
Smith, who goes by “Ace”, says she couldn’t believe what she saw. She said she took out her phone and started recording. You watch as one man, appears to be punching another man. At one point it appears to get more physical, you see the man in the Black shirt stomp on the other man’s head multiple times, you then hear a whistle in the background and it ends.
“The whole time I’m just watching in awe. I knew as he started chasing him, I should get my phone out to record just in case something happens. I’m just in awe, I didn’t know what to say,” Smith said.
Rochester police confirmed this incident happened Friday. Multiple sources told us the man being attacked is homeless. We know his name, but we’re not going to identify him until Rochester Police does. As her hands were shaking, Smith says she still can’t believe what she saw.
“They don’t deserve to be beaten and at that moment he wasn’t doing anything.”
Nick Coulter from “Person Centered Housing Options” (PCHO) was at a loss for words at what he watched. Coulter has been boots to the ground helping homeless people for many years. He says they’re targets.
“When we’re doing outreach out there we see it all. Someone comes by and slashes the tents, someone could go by and throw acid, it happened on a more regular basis than we’d like to see,” said Coulter.
Smith, the woman who recorded the attack, said she was so affected by it that she physically couldn’t intervene. Coulter says there are other ways to stop brutal violence like this.
“With anger and violence, it’s really challenging to intervene. It’s almost unsafe for anyone who wants to intervene. We have to say hey we’re watching you, something. It’s not ok to take our most vulnerable people and stomp them,” said Coulter.
