ROCHESTER, N.Y. — Rochester Police say a woman in her 40s has non-life-threatening injuries after being hit by a Rochester city plow truck on Tuesday night.

She was hit just after 6 p.m. on Driving Park Avenue, near the Driving Park bridge. The city plow truck driver left the scene but was later stopped by city police. Police say it appears the woman was running in and out of traffic before she was hit.

RPD says the woman was involved in some sort of argument or mental health crisis before she was hit by the plow. Officers are investigating the relevance of the argument to the timing of her being struck.

Rochester Police were called to the Driving Park bridge just after 6 p.m. Tuesday. They found a woman in her 40s, struck in the road.

Investigators say the city truck that hit her was stopped by officers in the area of North Clinton Avenue and Morrill Street.

Before all this happened, Leilana Luciano was heading to the Maplewood YMCA to work out. That’s when she saw a woman arguing with a man in the street.

“She was just arguing with a man. I don’t know what they were arguing about, I couldn’t hear it. She was arguing with the man and she started taking her clothes off,” she said.

Luciano couldn’t believe her eyes.

“He started running away from her and she started running towards him. And then she just ended up in the middle of the street over there and I just went inside the gym; I was hoping that she would be fine,” she said.

But when Luciano left the gym, she was shocked to see multiple police cars and officers.

“I see the tape, so I thought somebody died when I first came outside,” she said. “I was like, ‘Wow, oh my gosh.’ I couldn’t believe it. … It’s very baffling. I feel bad for the individual that got hit. I really do and I hope she is okay.”

Police said the plow truck driver is cooperating with police, who are investigating whether the driver knew the truck hit someone.
