RPD releases name of bicyclist hit and killed; Driver charged with DWI

ROCHESTER, N.Y. — Rochester Police have released the name of the bicyclist hit and killed by a driver accused of being drunk behind the wheel.

RPD says Jerome Blocker, a 62-year-old city resident, died of his injuries at the hospital after he was hit on Friday night. It happened around 9:30 p.m. around Norton Street and North Street.

Police say the driver, 51-year-old Bruce Bugbee from East Rochester, fled the scene in his 2019 Chevy Silverado. Police found Bugbee and the truck at a house in Ontario County.

It’s alleged that Bugbee was driving while intoxicated with a child in the vehicle. He was arrested and charged with vehicular manslaughter, leaving the scene of an accident causing death, aggravated driving while intoxicated (Leandra’s Law), and driving while intoxicated. 

Bugbee was arraigned on Saturday morning and pleaded not guilty. A judge set his bail at $30,000 and he will appear on Thursday in Rochester City Court for a preliminary hearing.

RPD says additional charges are possible. They’re asking anyone with more information to call 911.
