Arson links murder cases including the shooting death of RPD Officer Tony Mazurkiewicz

ROCHESTER, N.Y. — The Boston man accused of killing a Rochester police officer in July is now officially charged with killing two other people the day before.

Kelvin Vickers Jr. is now one of three people who have little to no ties to Rochester charged with multiple murders and shootings over three consecutive days.

But there’s also an arson charge that ties these cases together. Vickers was arraigned on two new murder charges Thursday. He’s accused of killing three Rochester people in about 48 hours.

“Sir, you are Kelvin Vickers Jr.?” Monroe County Court Judge Julie Hahn asked.

“Yes,” Vickers answered.

Vickers is accused of ambushing officer Tony Mazurkiewicz on July 21. He and one of his co-defendants, Deadrick Fulwiley, born and raised in Mississippi, were arraigned Thursday for two murders on July 20. Ricky Collinge and MyJel Rand were shot and killed on North Clinton Avenue.

“Heartbroken,” said Sharmaine Speed, the mother of MyJel Rand. “I miss my son.”

“Just tragic, like every way it happened,” said Lushone Siplin, the mother of Ricky Collinge. “I don’t know who these people are, where they came from, why they came here. But I want them gone.”

Vickers and Fulwiley are also charged with arson. After the murders of Collinge and Rand on July 20, Vickers and Fulwiley are accused of setting fire to a car in a driveway of a vacant home on Weyl Street.

The next day, Officer Mazurkiewicz and his tactical unit partner Sino Seng were working a plain clothes detail in an unmarked minivan less than half a mile from the arson.

That night, Vickers is accused of ambushing the two officers and killing Mazurkiewicz. The house Vickers was found hiding in shortly after the shooting also caught fire.

When police raided homes in the neighborhood where Mazurkiewicz was shot, the prosecutor said they found the guns that fired the bullets that killed Collinge and Rand and they also arrested Fulwiley.

“So they are related in that sense – that the investigation of one led to evidence of the other,” prosecutor Matthew Schwartz said.

There is a third defendant. His name is Raheim Robinson. Like Vickers, he’s from Boston and was arrested by Boston Police on Tuesday. He’ll be extradited to Rochester soon.
