Monroe County on Kim Butler’s Daniel Prude emails: ‘It was determined that HIPAA was violated’

ROCHESTER, N.Y. (WHEC) — The resignation of a Monroe County health official brought out a large group of law enforcement leaders demanding to set the record straight on her work.
Kim Butler was the Chief of Clinical and Forensic Services at the County Office of Mental Health. She also supervised the Forensic Intervention Team, or FIT, which helps police respond to crisis calls.
Her resignation came after questions about an email in which she passed information about Daniel Prude’s psychiatric treatment to Rochester Police.
"We do have concerns about whether or not the program is going to be kept at that level," Ogden Police Chief Chris Mears said. "Quite frankly we’re not getting the feeling that’s going to continue."
Monroe County says it has completed its review of her emails with police, saying in part, "It was determined that HIPAA was violated and Mr. Prude’s next of kin has been properly notified."
