Ontario and Wayne Counties have ‘substantial’ COVID-19 community transmission, according to CDC

ROCHESTER, N.Y. (WHEC) — Ontario and Wayne Counties meet the Center for Disease Control and Prevention’s (CDC) threshold for "substantial" COVID-19 community transmission as of Monday.
On Sunday, Monroe County passed the CDC’s threshold for "substantial" COVID-19 community transmission.
The CDC’s COVID-19 data tracker lists Wayne County as having a community transmission rate of 51.16 per 100,000 people and Ontario County as having a community transmission rate of 58.30 per 100,000 people.
Gov. Andrew Cuomo Monday said he can not implement a statewide mask mandate since his emergency powers were stripped, but did call on local governments to adopt guidance that recommends indoor masking.
