ROCHESTER, N.Y. — Rochester Police surrounded a car and removed items from it on Norton Street in front of Franklin High School on Thursday morning.
News10NBC’s photojournalist at the scene learned that there was a foot chase involving whoever was inside the vehicle. We’re reached out to RPD and are waiting to hear back.
