Seneca Co. Sheriff’s Department says standoff suspect is a two-time felon

WATERLOO, N.Y. — New York State Police say a man who fired multiple rounds at law enforcement and attacked a homeowner in the Town of Waterloo has been arrested after an hours-long standoff.

The standoff happened on Tuesday morning on Waterloo Geneva Road between Packwood and Brewer roads. State Police gave an update at a news conference, saying it all started when troopers and Seneca County sheriff’s deputies responded to calls for an assault around 2:30 a.m.

“When officers arrived on scene, they were immediately met by gunfire from the suspect,” State Police Major Kevin Sucher said.

Troopers say the suspect, identified as 45-year-old Randy Mark Davis Jr., broke into a lot on Waterloo Geneva Road and stole the homeowner’s guns. The victim was taken to the hospital to treat serious injuries. Troopers say Davis then moved to the next lot over and took a cell phone from another person.

“At the time that officers arrived, Davis was armed and ready to engage, initiating a standoff that lasted several hours,” Sucher said. “Despite efforts to negotiate, Davis continued to fire at officers.”

State Police say that, eventually, Davis returned to the lot where he stole the guns and began firing at propane tanks at a nearby trailer. Troopers say that, when Davis entered the home, they released tear gas to force him outside and arrested him just before 9:00 a.m.

Sucher said police are working with the Seneca County District Attorney’s Office on potential charges. He said charges may include multiple counts of aggravated attempted assault on a police officer, burglary, and criminal possession of a weapon. Sucher praised the troopers’ and deputies’ actions for keeping the community safe.

Seneca County Sheriff Tim Thompson said Davis is charged by Seneca County with three counts of Attempted Aggravated Assault on a Police Officer and three counts of Menacing a Police Officer.

Thompson said the charges are “directly related to Davis firing a firearm at two Deputies and a Sergeant from the Seneca County Sheriff’s Office.”

Thompson also confirmed Davis is a two-time convicted felon.

“They acted with courage, professionalism, and restraint in the face of gunfire, ensuring that no innocent lives were lost. This could have ended much differently and it’s because of their training and skill that the suspect was taken into custody safely,” he said.

During the standoff, residents around the area were advised to shelter in place and the Waterloo Central School District was put on a two-hour delay. Some neighbors told News10NBC they evacuated the area.

Ben Robbins, one of the neighbors who tried to leave, was told by police to get back inside their home.
